Breakwater Reentry Housing provides safe, structured transitional homes for Washingtonians returning from incarceration — working with the Department of Corrections so no one walks out of prison into homelessness.
When someone walks out of prison with nowhere to sleep that night, every other part of reentry — finding work, continuing treatment, reconnecting with family — gets harder. Stable housing in the first days after release is the foundation everything else is built on. We provide that foundation: a safe bed, clear structure, and people who understand what the walk back looks like.
Our homes are ordinary houses run to an exacting standard — the structure residents need, in the neighborhoods where rebuilding a life is possible.
Well-maintained homes in approved jurisdictions, configured for community living with clear house standards: safety, accountability, and mutual respect. Every resident knows what is expected — and what support looks like.
Our homes are run by people who understand reentry firsthand — not as a theory, but as lived experience. Residents are met with credibility, not condescension, from day one.
We don't do treatment, job placement, or case management — we do the thing those services depend on: a stable address. Our role is to hold the foundation steady while residents and their support teams build on it.
Vendor orientation, property approval, and community notification requirements handled before a single resident arrives. We operate the way the state needs its housing partners to operate.
Breakwater was founded on two kinds of expertise. Our founders know reentry from lived experience — poverty, recovery, and the long walk back. They know this population because they were this population.
They also know how to build and run operations that hold up under scrutiny — systems, standards, and accountability, executed professionally. That combination is rare: operators who understand the human reality of the residents and know how to run a safe, compliant, well-managed house.
Washington's own behavioral health system recognizes lived experience as a professional credential. We built a company on that principle.
We designed Breakwater around the realities of public partnership — so referring a resident to one of our homes is a decision a housing specialist can make with confidence.
Prepared for Regional Housing Specialist orientation, property walkthrough, and listing in the statewide transitional housing directory.
Community notification requirements addressed proactively, in jurisdictions selected for a fair hearing — before a single resident arrives.
Clear house standards, documented processes, and responsive communication with referring staff. If something needs attention, you'll hear it from us first.
Every bed serves a DOC-referred individual working toward stability. We measure ourselves the way you do: safe nights, successful transitions, residents who don't come back.
Whether you're a DOC Regional Housing Specialist, a reentry planner, a community partner, or a property owner interested in working with us — we'd welcome the conversation.
